Mullins lives in Halifax, Nova Scotia, where Lotto 6/49, one of Canada's national lottery games, is sold through Atlantic Lottery. The regional lottery corporation announced the win on September 28, 2026.

Mullins bought the ticket at the Inglis Street Circle K in Halifax, and Atlantic Lottery says the retailer will receive a one per cent seller's prize.
What Mullins plans to do with it
He said the win came at the best possible moment in his life. The couple had just finished paying off their wedding, and he had wanted to start planning for retirement soon. He told Atlantic Lottery he was excited because his whole life had just changed, and that every money problem he had ever had was gone.
According to Atlantic Lottery, Mullins is planning a honeymoon at a luxury resort and investing for retirement, and he plans to buy the yellow Corvette he has always dreamed of. He also said he is excited to pay off the student loans of both his daughters and to start an education fund for his grandson. It is an opportunity, he said, that he never would have had before. All he wants, he added, is to make their lives a little easier, and he described being able to do that for his children as a proud moment.
For a lottery win that began with a guess of a few thousand dollars, that is a long list.
